If you updated your BIOS/UEFI firmware, used fresh booted media and correctly deleted all partitions down to Unallocated Space (or else it's not clean) then the only thing that could cause that is a something you installed or modified.

In particular, in 'Taskbar settings>Taskbar>Notification area>Turn system icons on/off', the power button/switch is greyed yet cannot be seen to be switched on for the icon to be shown on the tray. I have from various web pages tried the Registry route deleting item on the tray and restart to establish a fresh registry, also via task manager to shut down 'explorer' and restarted Several functions/switches in 'Settings' are greyed out and cannot be changed. Still have to go via Start>power> shut down. I have assigned my Power button to 'Shut down' and not the icon via start, the function don't work.

Now I have windows 10 functioning and as it appears all drivers are ok and working, also Windows appear to be ok. Had a recent crash with Blue screen etc, had to do a re-install of Windows 10 despite help from here and Technet forums spending many days to overcome the problem without success. See if it allows you to activate the software now or not. Then click on Show settings for all users and do the same, making certain all the boxes are unchecked, then click Apply and OK, then try launching Malwarebytes again (if it was already open, close it, right-click the Malwarebytes tray icon if it is still running there and select Quit Malwarebytes, then once it is gone, go ahead and launch it again via one of the program's shortcuts). In the properties dialog, click on the Compatibility tab and make certain that all of the boxes shown there are unchecked. Next, in your administrative user account (assuming that wasn't the issue), go to C:\Program Files\Malwarebytes\Anti-Malware and right-click on mbam.exe and select Properties.
